Update coding style after pycodestyle 2.1.0

In pycodestyle 2.1.0, E305 was introduced, which requires two blank
lines after top level declarations, too.

Useful for external tools using the json output.
The methods '_calc_headers' and '_calc_cookies' have been copied from the downloader/external, now they just use "info_dict['http_headers']".
