Combine both space games.
I.E. Have a hexagonal space game (think of the android game, or even the non-hexagonal star based game from forever ago)
There are two combat modes, one ends up like Inner space, the other will be typical dice rolls associated with this type of game.
Everything else follows the typical TBS space game.
What can a player do in one turn?
Move a number of hex's relative to space ship speed (random combat ends movement for the turn)
Search the tile. (Find a battle, an optional battle, loot, tech, planets/space stations)
Use a known thing in the tile. (i.e. Discovered space station/planatery base. Attack enemy base)
Possibly explore a tile in "inner space" mode.
explore one tile radious out for enemies.
Have a relatively known map (think freelancer), but leave stuff open to discovery.
Have a way to narrow player movment or slow player movement. (i.e. Radiation belt that has tech setup to open a narrow path
Astroid belt making a hazardus path)
Could have a sun in the center of the hex grid, every X number of turns, have al the planets move clockwise (or counter clockwise) around it.
Have a couple of "flat" planets for fun.
