All "races" should have some sort of "peasent" as their worker, if they require workers.
Each race has some sort of leader. Whether it is a group, or dictator ship. They all most have a leader
Orcs goblins wolf riders oger cyclopse --- Peasent class is goblin - The leader is the Biggest orc. Cyclops are few in number.
human wizards warriors crusaders clerics peasent titans --- Obvious Peasent class is peasent. Leader is a group of Wizards.
Demons Bile demons Imps Hell hounds archdemons. -- Not sure what to use as a peasent... possibly slaves. Leader is chaos itself.
Undead - Skeleton Zombies Wraith Whigth Vampires Necromancers Undead dragons. -- Peasent class, whatever a necro/vamp wants. Vampires lead, Necros are self interested, not interested in large amounts of rule. Sometimes refuse vampire commands. Fudal style system. Necros are lords, Vampires are kings.
Wild - Naga Troglodites, harpies, medusa, Minotaur, manticore, dragons, gnolls. -- Minotaurs rule these lands. Minotaurs are smart. There is also a secret warlock ruler.
Elven nation - In hiding, although require some sort of setup for the future Some tamed creatures, mostly just elves with weapons. -- slaves and young elves. Leader is a traditional monarch.
Dwarven nation- Underground, mostly neutral, united, High technology. Has muskets. Axe dwars, Musket dwarves, sells equipment to all nations.

Draw up a map. It can be a simple map.
The map should resemble many many loose states.
Basically I want to write something like a romance of the three kingdoms playthrough.
There should be named generals from each land. They should have varying strengths and weaknesses.
As should the kingdoms themselves.
There should be a small blurb about every general I can reference when writing. This could be a series of
short stories. (think animorphs length)
perhaps go in anime style
perhaps literally roll the dice. Give each general tactics and abilities.
give them stats like warhammer (simplified)
give the abilites (like trample manuvers, hammer and anvil, research real combat tactics.)
Which everside wins the die roll, which will be padded by determined by army size, skill, and specific manuver used, will be writen about as the victor of that skirmish
Hell, it could be one book per battle. Or perhaps, one book per turn. Decide how every country is or isn't going to invade on turn one, write about each country in depth for the first book.
Perhaps start with an invasion.
Chapters can be named for the general whose point of view is being taken.
Alliances, joint attacks... etc...

The first "short story" isn't really a story, but a plot that sets everything up. Perhaps it'll even be free.
Every story after that is some sort of action some character makes. Usually some sort of fight.
Could even model the humans organization after CK2. Emperors > Kings > Dukes > counts and with all the inner fighting that comes with it.
Need a dice model. Need to split up the human territory better (iirc this was already done). Dice will determine if any particular character decides to take hostile action.
study some short stories in my targeted genre
Write a logline - one sentance summary of short story
example: A Rose For Emily
A lonely, Southern woman is found dead and decaying in her home after being abandoned by her lover.
The forumula? Character plus descriptior followed by an event followed by a conflict >> lonely woman/found dead/abandonded
Use the time of a total stranger in such a way that he or she will not feel the time was wasted.
Give the reader at least one character he or she can root for.
Every character should want something, even if it is only a glass of water.
Every sentence must do one of two things–reveal character or advance the action.
Start as close to the end as possible.
Be a sadist. No matter how sweet and innocent your leading characters, make awful things happen to them–in order that the reader may see what they are made of.
Write to please just one person. If you open a window and make love to the world, so to speak, your story will get pneumonia.
Give your readers as much information as possible as soon as possible. To heck with suspense. Readers should have such complete understanding of what is going on, where and why, that they could finish the story themselves, should cockroaches eat the last few pages.
